For this to be truly useful and effective, this requires more than new interface to the existing data -- for `whois' type data to be useful, you really need some kind of NIC handle system -- something which the current system(s) are not well suited towards.
My thinking was to get what could be done with ease going first, and come back to improvements once we have a basic WHOIS running

Lets not look for opportunities to delay action. A basic RFC compliant WHOIS server could be up in running in no time at all.
