You can check routes advertised by TelstraClear and others to the APE and WIX route servers using the APE and WIX looking glasses:

and among other things you can see that TelstraClear's routes are being advertised to Orcon, the second hop on your traceroute.
Use the 'show ip bgp' option with an argument of 'neighbour 192.203.154.66 advertised' where 192.203.154.66 -> orcon1.ape.net.nz -> 192.203.154.66
So asking Orcon (and their upstream Telecom) what's going on might be a good idea.
Note that Global Gateway don't peer with either set of servers and Xtra only announce routes in Wellington - the reason why access to the Citylink webcams and streaming media servers was sub optimal on Monday.
This is a good illustration of what peering needs to be about. As well as having things in place for people to advertise their routes, those participating in peering need to listen to the adverts as well. That's true whether it's done via something like the route servers or via bilateral peering setups.
So perhaps now's a good time for folk to have a look at what they listen to as well as what they advertise.
Of course if you end up with a choice of routes from different sources then some policy decisions need to be made about which one to chose but hopefully that happens for engineering reasons. (:-)
