Yes this is permissable. Obviously the building owner / manager would need to approve this. But if the building owner is doing an 'under-the-table' deal with Telecom and stops other providers providing their alternative DSL to building occupants, this can be considered anti-competitive behaviour and Telecom could be taken to the commerce commission for this. If this unit is not using Telecom lines, does it need to be Telepermit approved? No, as it is not using telecom lines! They would need to have their own lines into the building, however. If competitive DSL is run over spare pairs (not in use by TelecomNZ), will there be any implications for residents who subscribe to JetStream? Apart from interference, I would not believe so.
