My guess is that this is due to a large number of DSL routers sold now having NTP servers in them to set their clocks. Even if the end users don't know they're using NTP (or WTF NTP is), they are.
If anyone can think of any other interesting stats to get from this data that might be relevant let me know and I'll see what I can do.
