There's nothing "un-routable"
about a packet with an RFC1918 source or destination address. The
distinction between RFC1918 and non-RFC1918 addresses is simply one of
scope (if they were "un-routable" they wouldn't be very
useful for private use).
As opposed to
169.254.0.0/16, which really isn't routable.
