What is the problem being solved here? The Consultation Paper acknowledges that this proposal will create new problems of its own, and lists some of the steps that will need to be taken to alleviate them. <sarcasm>Unless the problem being addressed is that there aren't enough problems</sarcasm> then there must be some greater problem that this proposal solves. What I see in the paper is: 1. Surveys indicate the general public want it 2. Other countries are doing it. Neither of these in any way identify a problem. They identify a desire (which may or may not be uninformed) and "let's do what everyone else is doing, because the herd is always right". The herd may indeed be right. Or, they may be wrong.
