For us, provision of email or web hosting is bound by a contract that requires the customer to terminate the service. Changing the DNS so we are no longer the MX does not result in the cancellation of the email service. We intend reviewing this, as more often than not consumers expect the new provider to tell the old one of the change and some how automagically cancel the service and stop sending bills. When we ask folk why they think it would auto-cancel, they say "power companies tell each other when I change, so why don't you?"
