If the ISP placed infrastructure into Dunedin and had a handover from Telecom Wholesale in Dunedin, then your idea works. If the ISP<>TNZ handover is in Wellington then there is no insertion point for L3 services in the L2 path between Wellington and the subscriber in Dunedin. That's how a bitstream service works...
