Well... the Web site Simon referred me to says it's because the load on the stratum 1 servers is high, so therefore it's considerate and kind to use a stratum 2 server instead.
I think you mean "it's rude to listen to a server unless the server operator says its ok". The server operator said it was ok. There is no official list of time servers.
