Perhaps instead of 2100 MHz look at getting the 850 MHz gear and go with Telecom service? 850 MHz will have a better building penetration than 2100 MHz – I
don’t think Vodafone is running any 900 MHz in the AKL CBD yet (that would be the option if you were to prefer Vodafone).

Without any comment on policies at Sky Tower, technically this can be done successfully.
Sky Tower is a linking platform for all the carriers, but no one runs 3G from it (at least not from the tower, that I know about). That's good. What's bad is that the upper levels of Sky Tower see ALL THE CELLS.
If, hypothetically, I were installing an OpenGear ACM5004 at Sky Tower, I'd do this:
1.) Install the 3G device in a rack where it won't get messed with. Tie that sucker down & lock your cabinet or it will walk away.
2.) Cable LMR-240 to the nearest window. With 10 meters of cable and a couple of connectors at 2100MHz you'll lose less than 4dB.
3.) Install a 10dBi patch antenna like this one in the corner of a window:

4.) Point the antenna down (45 degrees or so) at the nearest building facing you. Use that building as a passive reflector. It works, trust me.
5.) Pay JDA for having a 120mm antenna in the window ($500 p.a.? who knows...) or don't and hope you don't get caught
6.) Enjoy your stable, five-bars 3G connectivity.

1) Is there reasonable 3g access in skytower? are there any restrictions on cell/3g use?
2) Anyone recommend a pre-paid data service (NZ telecom, vodafone or other provider?) for say 12 months?
