Why do a separate conference when you can just add a day.
Like APNIC hanging like a dag off the back of APRICOT, it gives economic benefits to just extend a conference for a day or two and shit focus.
You are also able to keep a percentage of the people who are interested in both, and there are people who will just register for the first part, and then those who just want to do the voice part.

NZNog conference is probably a bit too NOG focused to attract general VoIP/Telephony users. A separate VoIP conference might not be a bad idea.

We have one of those every year. It has an open agenda, and has had VoIP on the programme in the past.
See here: http://www.nznog.org/?page_id=4
Maybe it'd be a good idea to liaise with the programme committee.
