This fix has been around for at least 4-5 years to my knowledge. I don't know why it isn't on by default by now, but I guess it wasn't all that big an issue in the old dial-up world.
Well, I think even MS sees the Black Hole discovery as more of a hack than a fix. Dropping the MSS/MTU to the lowest possible value (536/576) would, as the MS docos say, have a detrimental effect on performance, although it seems that this is done on a per-connection basis.
