We are happy with the report's conclusions that, aside from the listed /16s, network 1 does not appear to be overly "worse" than other parts of the IPv4 address space. There is a certain amount of value judgement in that sentence, but the report attempts to provide a more detailed measurement of what would be "normal" for an address block from another part of the address space (network 27) and equate that to what we observed across network 1. Most of network 1 receives incoming traffic at a rate which is less than one small incoming packet per second, which is comparable to what we observed in a similar experiment conducted in network 27. regards, Geoff Huston APNIC
