The filters that the Exchange route servers apply to incoming announcements *permit* prefixes of up to a /29. I widened the scope of these to allow people to advertise subnets of their blocks without having to pester me for changes. No one is compelled to advertise subnets of their ranges to the route servers and we'd get miffed if they started doing so excessively. Also no one listening to announcements from the route servers is compelled to accept subnet announcements from the route servers. In practice I don't believe this is a problem and I'm happy to hear representations from Exchange participants if they want this tightened.
