Depends on their transit agreements. That's how BGP works..... If a route is known via several different paths, it is possible to route traffic around devices that are having problems. When setting up a partial mesh though, it is also extremely easy to introdue routing "blackholes" inadvertently.

That doesn't make sense. Savvis should not be routing between Sprintlink and UUNET. That would be a major filter failure, and cause massive issues.
