Anyone with an ASN can register for peeringdb. This is the worldwide
standard. I suggest that everyone use it. If you do not have an ASN, it is
likely inappropriate for you to contact people on either a NOC list or a
peeringdb page.

It's hard to maintain the credibility of such a list when it's effectively
abandoned. Perhaps it should be converted to a wiki and moderated by the
