We've been using OpenNMS for about three years and love it.
Not quite 1000 nodes.
We outsource all the admin & dev for it to a local guy which probably takes less than 5 hours per month.
Let me know if you want to chat to our admin guy (I've bcc'd him, so he might want to chime in anyway).
