You're talking about Chesley Rafferty targeting .nz domain name registrants by harvesting whois data, presumably?
I'm assuming we're talking about the root nz zone here. If you can do a zone transfer on the .nz domain, then you get a list of all the domains currently setup (basically a list of all nz domains) You can then walk through that and do a whois for each domain.
