Hi Andy, Interesting that this comes up, I was just talking to a colleague of mine recently in regard to this and it appears that it is being addressed by the CCIP (hxxp://www.ccip.govt.nz/) here in NZ. I think it's on the agenda next week... but don't quote me :) As for how hard, I don't think it would be too difficult to meet. I personally think it is the ethical responsibility of ISPs to attempt to promote and maintain acceptable use of the resources we make available to customers. No doubt their will be many challenges in terms of governance, enforcement and business buy in, but technically I don't really see this as a major problem.. Definately something to be discussed further. There are some bits missing here of course.
