Sheesh... Heaven forbid that someone should set up a network that might compete with Telco's.... Don't you think that if someone can do it better/cheaper, then that's a Good Thing(tm) for competition in NZ. I know the network is supposed to be for "research", but then you could argue that the original NZ backbone (linking the Universities, etc) was too and look where it is now... Looks like the NGI proposal will shut out private or commercial users unless they comply with the Network use policy.
All points to setting up a nznog related research group in order to be able to play in it. Unfortunately nothing states the fee required to be a Partner.
