Mail Marshal is a blunderbuss approach for dealing with an admittedly difficult problem and I don't know anyone "protected" by it who is happy with it. There's an important issue here to consider as well: as a civil servant, you presumably need to be accessible to the public. Using a filtering system with a high false positive rate prevents that.
