What I am looking for is a contact phone number where I can have a meaningful technical conversation to resolve the issue. The foreign help desk operator for Telecom/Xtra could only say "We have no way to resolve that issue".
Why would you expect Xtra to fix a Yahoo web server problem?

The link (first result on google for the record) has a bunch of things to try to resolve the issue. Popular opinion seems to be that the IP is banned, so it's possible that the broken proxy is on a ban list at Yahoo.

Based on the wording of the error message i'd agree it appears to be deliberately blocked, and probably because it's being 'accused' of being the source of malicious activity. Changing the IP might work. Contacting Yahoo might work too. (Good luck). Spiro, I actually find the concept that Xtra can't help with access to www.xtra.co.nz somewhat amusing... except I suppose I shouldn't... Mark.
