SLA breaches are normally the perfect way out of a contract... Finding another DC is another story all together, however if you're really unhappy with your current provider I'm sure you'll find a way. There's a few providers offering L2 and L3 services around the north shore so it shouldn't be too hard. Ranting about your provider here won't generally fix things. Using the list to get ideas on alternative locations and bandwidth would be far more productive :).
