"Management of internet traffic" was the phrase that caught my eye. If this review strays into the issues of routing, traffic filtering and peering at the packet layer, then I am scared.
I think it's because Telecom introduced 0867 to "manage internet traffic". An excerpt from their public notice: "Telecom has introduced a new number range - 0867. Internet Service Providers can use the 0867 range so their customers have continuing free Internet calling in Telecom local calling areas.
