The question is, what does the "contract" say ? Who wrote up the contract ? Does the contract have lots of legal nasties and charges. I heard a roumor that the contract said that both parties charge each other the same amount which means that the only party that get's money in reality is the government in the form of gst ! the planned improvement in the Clear peering bandwidth still awaits clear's signature on a contract, we have link in place and ready to go but can not proceed without legal sign off, unfortunately this has been situation since last October so I don't know when it will be resolved, but continue to chase it.
