I was going to reply to Paul with "*cough* IPv6 *cough*" I'm sure there are current reasons why additional v4 nets are a faster way to fix this, but I'd also like to think that the following conversation went on within Vodafone (or other carriers) as well "Phew that was close! We're almost out of v4 ranges though. Why don't we find out how hard this would be to do with IPv6 next time" Sure the handset support is limited at the moment - but if you're able to get even some customers off onto v6 then it might free up some more v4 space.
