Wrong. You've committed a buffoonerism in believing that domains.com/dns4less.com and tucows.com are one and the same. Tucows is an ICANN accredited Registrar. domains.com/dns4less.com is probably a RESELLER of Tucows/OpenSRS. The 60 days no-transfer period after you've registered a fresh name has been imposed by ICANN. This is beyond the control of the Registrar. If you don't like it, complain to ICANN.

The OpenSRS system won't allow you to use a name server that isn't in verisign's NS database without registering the NS first. It's a safety feature. Unfortunately, doing so for NS's in ccTLD is a manual process.

When you say "other US registrars (such as Network Solutions) can do this" you are talking about registering an NS with Verisign. OpenSRS CAN do this, it's their RESELLER that is giving you the incorrect info. And if you send an email to support(a)opensrs.net asking them to register enigma.cypher.co.nz as a name server, it should get done within 24 hours.
After 60 days I can pry our domain name off them and transfer it to someone useful, but for now.....
Once you talk to OpenSRS and get your ccTLD Name Server glue inserted, you shouldn't have any further problem with your current registrar (Tucows) even though their RESELLER appears to be a little dense. You can route-around the reseller-from-hell by going directly to http://manage.opensrs.net inserting your domain name, your user name and password, and have full control over those .com names (changing NS data, holder details, etc) from the comfort of your own browser.
This is what happens when over enthusiastic co-workers decide to establish a international presence without looking first...... Sigh.
It's easily fixed, without needing to transfer the name. OpenSRS is one of the best (and fairest) Registrars out there - you'd be doing yourself a favour by sticking with them.
PS:- I am not a DNS expert -- I can only just swim in this end of the pool.
