I assume that these are the same people who love "cheap" Internet Access, while forgetting the price/performance equation. Now they seek to put even more burden on the average low/no-profit ISP.
Sorta reminds me of the show "Target" a little while back. Their technical xpurt amounted to no more than a television presenter/actor and their "investigations" for the most part are highly questionable in regards to honest and accurate reporting IMHO.
