Well, funnily enough, web and mail are often dependant on DNS in ISP platforms. Perhaps they had a (common) L4 switch or similar let go? Who knows. I'm sure they'll come back. It's more than just the DNS (unless their dial-up servers rely on DNS to route packets, which I doubt as, authentication is still working). I just tested using a ClearNET dial-up account and was unable to ping various servers by IP address.
