I'm not sure where the /10 is likely to come from - ARIN has offered to donate it, but there is some slush in IANA space (partial networks, etc) that might also work. Personally I'd like to see 240/4 reclassified as experimental private addressing (ie. not Internet unicast), because that allows use in closed environments with a single administrative domain...
