That's just a campus network, isn't it? The Herald article talks about linking the various NZ unis together with a gigabit network.
I assume Internet2 is the advanced network they are talking about hooking in to on an international level. You can read all about Internet2 here http://www.internet2.edu/ Infrastructure-wise I would expect there to be fibre to a number of universities and other institutions so technically it should be achievable. I guess renting some fibres would be where the "tens of millions of dollars" comes in and it would be an ongoing cost... -- Regan
