In the interests of making this thread go away, since it's getting silly.
1) Your timezone is set to UTC. You might want to check or fix that. 2) NTP will require 2 way communications, so your firewall will either need to keep state, or allow 123 back into your network. 3) If you're having issues with your firewall, tcpdump, ethereal, and snoop are your friends. You might also want to look at your firewall logs to figure out what traffic is being dropped and why.
Plus, of course, NTP uses UDP not TCP as a transport. Try creating a bidirectional rule allowing port 123
