We've been walking round central Wellington for the last couple of days, using Cisco 7920 mobile wi-fi phones.... over CafeNet.... Voice quality perfect, over DLink Access points.... the price of the phones is pretty ugly (~NZ$750/~NZ950 according to your license needs) but it is hard to subsidise the phones when the price of calls is unbeatable...... No doubt they'll bring out some anti-competitive pricing plan that lowers the price for Southland, just like they did in Wellington (street by street) when Saturn rolled out dial tone.
