Oooooh, your clients are in for a bit of a shock. ATM and low cost do not go in the same sentence together. ISPs who have bought Cisco equipment capable of ATM have spent 10s of thousands for the correct ATM card and the modular chassis to go with it.
On the other hand, if you are prepared to be a bit experimental you may be able to use a PC installed with Linux and a supported PCI ATM card. I've never seen anyone try it though.
