You might want to hold a block that you can allocate out as /32's.
National Library would not need 16 numbers and is not associated with another ISP either.
Well, not one on Citylink anyway.

Sure. I should've been more specific - I was fully expecting that Citylink would have to act as the "null ISP" and dish out /32's to Citylink customers that don't want/need/have a relationship with another ISP.
