I'm posting this here and on the Internet NZ members discuss list. Tomizone have opened up all their CHCH locations for free for at least the next week. They have live locations all over the place, though towards the sea it's a bit patchy at the moment. Additionally all SurfSpot sites that are still operational are advertising
"SurfSpot - Quake Free Internet" and working as the label suggests.
