Before considering technical aspects, or applying for delegation its a good idea to have a simple plain English policy that prescribes who can register names, what names may be registered, and a process by which the policy itself may be changed. Giving the parent zone administrator power to adjudicate when the community of interest has a dispute with itself is also wise, or if this isn't possible another neutral party.
