I think the point was that someone technical write it up in a single document which InternetNZ can then put forward -- that has the best chance of ensuring nothing gets overlooked and no one gets the wrong end of the stick through not being experienced with all the hands-on details. Actually that very valid warning is against internet petitions that circulate by e-mail and have no master list so to speak. They are ineffective at best and spam at worse. If one does want to do an internet petition, having a web based one can actually work and be fairly effective. Petitiononline actually do a fairly good job of them. So... are you saying there is no-one technical at InternetNZ who could do it?
