On a 4.1.4 machine quite near me, both localtime and posixrules are hardlinked to the appropriate zone in /usr/lib/zoneinfo. Sadly this machine is so buggered tzsetup won't work. Anyhow, I managed to get the necessary file from Tony McGregor.
