Beither Sprint or UUNET have any transit arrangements. They don't need them.

Hmm... They're definitely passing some of each others routes, according to our intl route tables... e.g. AS 3707 (MCI) is known via AS 1239 (SPRN). Both Telecom (AS 4648) and Sprint here (AS 3643), carry them... I see 4 AS hops: 3643 1239 701 3707 - Sprint -> Sprint -> UUNET -> UUNET (MCI) Cheers, Gordon

They are peers. It's because the top-tier operators peer that they don't need transit. Joe
And because they don't need transit, they are top tier. It is after
all a self-fulfilling and self-referring definition.
