I believe the article in question refers to NGI-NZ: http://www.ngi-nz.co.nz/network/map.html AFAIK the physical infrastructure for this has been in place for quite some time. According to propaganda I read in the Wellington Airport, Telecom provided Peter Jackson with a 1gbps link from Wellington to LA.
