The main point is that soaking the aforementioned hackers (yes I know!) with a high pressure hose won't really make them sober up in a pharmacological sense, but it would be great fun.

Pharmocologically sober them up: no, psychologically sober them up: yes. And I think it's the behaviour of said student hackers we care about, so aside from the enjoyment factor it may prove effective as well!
