Replying to myself but... There is even illegal porn advertised on .co.nz domain names with its registered details in the Russian Federation.(I shant say more) I guess registrars can't vet what people are using the domain names for all the time, but a few of the registrar's I've looked at T&C saying the domain names they are charging the customer for must be used for legal purposes.
